Some individuals believe that requiring all drivers to retake their driving examination every year is the most effective method to enhance road safety. While refreshing driving knowledge has some benefits, I disagree that this measure represents the optimal approach to making roads safer.

Firstly, implementing annual retesting for every driver would present significant logistical and financial challenges. In a large city, for example, the sheer number of licensed drivers would overwhelm testing centres and examiners. The administrative burden and costs associated with such a frequent and widespread program would be enormous, likely diverting resources from other essential road safety initiatives, such as infrastructure improvements or targeted enforcement campaigns. It is simply not a practical solution on a large scale.

Secondly, the primary causes of road accidents often relate more to driver behaviour and vehicle maintenance than to a decline in basic driving skills that an annual test would assess. Factors like distracted driving, speeding, or driving under the influence are major contributors to collisions. Furthermore, ensuring vehicles are roadworthy through regular inspections is also crucial. An annual practical test might not effectively address these deeper behavioural problems or mechanical issues, which are arguably more critical for preventing accidents.

While it is true that periodic retraining could help some drivers update their knowledge of traffic laws and reinforce good habits, this benefit would likely be outweighed by the immense practical difficulties and the fact that such tests do not tackle the root causes of many accidents. Focusing on education and stricter enforcement of existing laws seems a more viable path.

In conclusion, although the idea of annual driving tests aims to improve safety, I do not believe it is the best way forward. Practical constraints and the limited scope of such tests mean that resources would be better allocated to addressing driver behaviour, vehicle conditions, and infrastructure.
