In a large city, for example, the sheer number of licensed drivers would overwhelm testing centres and examiners. The administrative burden and costs associated with such a frequent and widespread program would be enormous, likely diverting resources from other essential road safety initiatives, such as infrastructure improvements or targeted enforcement campaigns. Secondly, the primary causes of road accidents often relate more to driver behaviour and vehicle maintenance than to a decline in basic driving skills that an annual test would assess. Furthermore, ensuring vehicles are roadworthy through regular inspections is also crucial.
