These entities control the entire supply chain, from production to display, and therefore have the greatest capacity to implement changes. For example, they can choose to use biodegradable materials, design products with less packaging, or offer refill options. By doing so, they can significantly reduce the overall volume of waste generated, as their decisions affect millions of products.

However, it is also argued that consumers play a crucial role in addressing this problem. If customers consistently choose products with minimal packaging, this sends a clear message to companies about market demand. This approach empowers individuals to make a difference through their purchasing habits. For instance, opting for loose fruits and vegetables over pre-packaged alternatives can contribute to a reduction in plastic waste over time.

In my opinion, while consumer choices are important, the primary responsibility rests with supermarkets and manufacturers. Their scale of operation means that even small changes on their part can have a much larger impact than individual consumer actions. Furthermore, consumers often have limited choices in a large city, being forced to buy what is available. Therefore, businesses should lead the effort by innovating and offering more sustainable options.

To conclude, both producers and consumers have a part to play in tackling the problem of packaging waste. While individual buying habits can influence the market, I believe that the greater obligation falls on manufacturers and retailers to proactively reduce packaging at the source.
